Within this installation in public view, there exists a “restricted area” and it could describe a much larger, mostly unacknowledged military reality. Infrastructure, equipment and operational capacity exist at what was once the Department of Marine and Aviation now divided between the New York City Department of Transportation (NYC DOT) and the New York City Economic Development Corporation (NYCEDC).
However, this restriction is seemingly not by access but by content. Hospitals have a history of codified infrastructure recognizable by trained hospital staff. For instance, a door may be labeled “S-3” (Supply Corridor, Level 3) that patients never use, and HPA platforms and environment designs are now used to process complex problems at very high speeds within the facilities.

Notably this signage marked “MARSEC LEVEL 1” appears to be strategically framed as a precaution. Much like some hospital infrastructure that may be degraded in a public health crisis and leave the facility inoperable. The first to go, quite often, are rehabilitation facilities. Additionally, the unpredictability of the fentanyl‑related crises has made some treatment facilities too overwhelmed or unsafe to operate at normal capacity. The shift in access to treatment facilities (particularly for drugs and alcohol) is evident when the movement of people says what press releases can’t.

some facilities are simply too dangerous
Public facing reports on treatment facilities is difficult due to the anonymity of many of the programs which have been repurposed for clinical trials and data points leaving patients a source of hyper fixation and in many circumstances in critical condition. There have been numerous high-profile deaths due to the inability to access treatment and countless others who are unknown due to lack of accurate assessment. Some facilities are simply too dangerous.
